The United States District Court for the Eastern District of New York invites you to join us on October 30, 2014, from 1:00-2:00, in the ceremonial courtroom for a Special Joint Session of this Court's two alternative to incarceration programs, the Pretrial Opportunity Program ("POP") and the Special Options Services ("SOS") Program.

Eric H. Holder, Jr., the Attorney General of the United States, will join us. He and a number of the successful participants in the two programs will be among the speakers.

The special session will begin promptly at 1:00, so please plan to arrive at the ceremonial courtroom by 12:45.

The POP program is a drug court; the SOS program is a youthful offender court. Inspired in part by innovations in the state courts and in part by the successful reentry drug courts in this district and elsewhere in the federal system, these presentence programs provide another way of handling certain segments of the criminal caseload. Specifically, the goal of the programs is to eliminate terms of incarceration in appropriate cases, while at the same time reducing recidivism rates, increasing drug treatment retention rates, and helping the program participants become productive members of their families and communities rather than inmates. These programs have become models for a growing number of alternative to incarceration programs in federal courts around the country.
